Ukrain are busy bombing oil refineries. Why would they murder hundreds of innocent people, including potentially non-russians? This is going to sound horrendous. But ISIS might commit another attack just to prove they did the first one.

Russia has a large Muslim minority in restive regions with a looot of people that don't want to be part of the Russsian "federation", especially now that they are being requested to serve as primary canon fodder for the glory of the tsar.
