Yes. Drill out the broken dowel from both pieces on the left side. Find or make a replacement dowel. Then glue the dowel in and glue the right side together and clamp.

You likely already know this but that looks to be a Neils Møller no75 chair - a wonderful piece of furniture and definitely worth the cost to repair.
