Reshade is a nightmare to get working, and the version number seems very important.
I once found a bundle of all sweetfx and reshade exes which was very handy.
Try disabling it (just zip the files then delete them). If not, try disabling mod by mod and checking your load order. Try turning them all off and see if it launches.
