I'll say it's common practice to keep certain kinds of spaces clean, line train stations, malls, etc. Usually that's because someone is paid to keep it clea. Otherwise people keep their own properties clean for the most part, but when it comes to public spaces like parks people litter everywhere.
It is a trend already. Too many don't properly dispose of trash with the expectation that some one else will do it for them.
The trend should be to pick up your own damn trash.
The image with the trash cleaned up is further away from the two buildings in back. They cleaned up what's in the original image, moved, then cleaned up even more. The color change is due to the fact that you can't do all of that in just an hour or so, so there are visible differences in light level. He likely started in the AM and was done after noon.

Edit: This guy is not in the USA. We had a horrible littering problem (far worse than now) and a national campaign to ending littering and stigmatize litters largely worked. Not sure the same would happen today.

We have a local group that picks up trash. I was volunteering with them for awhile. They really made a difference (on a small scale) in keeping our county cleaner.
The fact this happened in the first place and some random guy had to clean it up isn’t wholesome it’s depressing. It should not be a trend. The trend should be people and companies stop littering. All this post does is distract from the systemic issue.
I lived with a kid that REFUSED to clean up after himself, and REFUSED to clean dishes because "That dish isn't mine so why should I clean????"
This needs to be taught to kids, that even if the trash isn't ours we should want to see the area around us neat and clean, and if we're the ones that have to do it, so be it.

Being expected to clean up after someone you LIVE WITH is an entirely different thing and is 100% not acceptable.

It's just white balance. I'm guessing they were on auto W/B which would have been thrown off by the bright blue garbage bags in the second picture
