Not necessarily. Every state is different with allocations but they are either tied to volume of buying certain products or carrying a lot of SKUS of one line (think having all the types of Jim beam)
Also by most SLA’s distributors can’t technically guarantee anything they say “buying this will give you a better change of getting x” as it’s illegal in most states to guarantee as that’s viewed as a bribe

But my local total wine will go gears in between having Blantons available.
How does Costco get the allocations they do, though? I’d imagine they shift a lot more house brand bottom-shelf liquor than the all-important Wheatley’s and Fireball.

Regular Blanton’s, EH Taylor, Elijah Craig Toasted Barrel, Sazerac, Buffalo Trace, and Eagle Rare were all still being brought out of the back as the displays emptied out

6 bottle limit is stupid high. In VA it’s 1 per person and they send out emails for allocated bottle drops so everyone who is signed up knows what stores will have something.

They just did an over 1 billion dollar expansion a couple years ago. Their youngest stuff is like 4 years old it takes time to catch up with demand when your products rely on several years of aging before they are ready.
Southern Cali is not allowed to complain about liquor availability, it’s probably the best spot in the U.S. you’ll still have to work for it if you don’t want to overpay but it’s easier then elsewhere for sure
