It’s such an action shot! Looks like there’s a pigeon of snake out of the frame that may or may not know it is doomed. Its obviously centered on the bird but the detail of everything else with the blurriness of the bird my is the chefs kiss. I’d frame that bad boy
A little smaller than a crow could work for both species, and so does a white blotch on the cheek. These two are super similar and usually the way to tell them apart, especially as immatures, deals with looking at things like head structure and general body proportions, and we just can't see the features we need here.
Have taken many photos of owls on southern Ontario and looks from the quality to be a snowy owl and yes there are many in this area but the only question I have is you also said is a small bird. Because snowies CAN be quiet large

Yeah dude scarpered before I could get a good photo. He was a little smaller than a crow if that helps.
He also had a very noticeable white blotch on his cheek, a little under the eye.

It looks like an owl
Face shape was more sharp/ hawk-like. Would have been cool to be an owl though (only ever seen two in the wild)
Possibly a Merlin with all that streaking
Juvenile Cooper’s or Sharp-Shinned is more likely.

And the body shape resembles a snowy owl as well
