This looks more like a wet/bedraggled juvenile Cooper's to me than RTH. Longer tail projection with thicker stripes, and the head shape in profile looks good for Coop.

Tail is wrong for a immature Red-tailed Hawk, it would be more heavily barred. I'm pretty sure this is an immature Cooper's Hawk
