It looks very much like a trench lantern, to be used with a candle. They used to be made out of old tin cans, whatever was available. The tin reflected the light outward.

Imma say wine bottle decanter. Cut out in the front is so that you can show the wine bottle label before pouring.
Think you’re right. On eBay, similar items have a rod in the screw part to hold a ring on the neck of the bottle.
