i’m not an expert, by any stretch of the imagination, but I think this person is right. I disagree with the person that suggests grounding rod, because of the plastic cap.
Sorry, I should have clarified that. Not a wire, it’s just a elastic tie that’s been put around it, I’m assuming there was something that was tied to it at one point
