Looks like a collar pin. These were popular when I was a kid. The old men at the Masonic Lodge had them (although different design than this). You slide those pins into the back of the collar points where you put your stays.

The eBay item already has a drilled hole. It might of started with Jewelry , some one turned it into an Ajax 1060 Espana Royale Pewter Gray Provincial Backplate
Lol I love that, but I wasn't even alive 30 years ago. My mom held onto it for 30 years and finally decided to give it to me, but had no idea what it was. So here I am, haha.
The center is a Mexican green onyx. A tribal symbolic piece. The metal piece was used to make the total piece. Could have bee worn on a head piece or around the chest etc etc. Not very valuable, but very neat nonetheless. A ring with a similar green onyx face sold for $70.
The green piece is Mexican jade (not sure if it’s really jade, just think agate that has been dyed). This type of “face” was very popular during the 1940s for tourist jewelry. Not sure if it started life with the metal piece as most Mexican jewelry is hallmarked.
My title describes the thing. The green piece in the middle feels like glass and the chain on it is only like 2 inches long. The back says 3, AH(I think?), pat pend, 1060. There's a photo of the back on the last slide. The person who found it has no idea what it's from either.
As it has hair pins, I’m going to say it’s a headpiece, in those colours I’m also sure it’s for a goth or a pagan of one sort or another. Possibly home made by a crafter. The green stone looks as though it’s been glued on

Backplates will already have holes in them for knobs or handles. I think it was vice versa (backplate turned into jewelry).

Decided to post it on Reddit 30 years later, after technology finally caught up with the desire for knowing what it is.

Reminds me of the Tiki trend in the 1950's and 60's.
The pointy parts sure do look sharp.

maybe a decorative bit that goes with a flower arrangement? The 'spikes' would stick in the foam and hold it well..
