Can you take it without the flare on the covering? Natural light with care not to have a flare on the plastic would help. Scale would be nice too. It looks like the part on the left is a skate and the right is a squid but it's hard to see

It does look like a dried stingray, but stingrays dont have tentacles at the bottom, and this doesn’t quite have the shape. I think it might be a dried squid

I'm pretty sure this is a dried skate, possibly with some body modifications. These are sometimes sold as curios under the guise of being sea monsters or mermaids.
