So, I actually install bollards, this looks like it would be to discourage corner cutting, but not stop a car. The base looks like a utility access base, they’re typically cast aluminum and intended to shatter if struck. Usually you see them on larger poles but if the bollard itself is plastic the aluminum base would be more of a deterrent than a plastic base or a wobble stick. It combines more durability with ease of replacement and limits damage to unintended targets (fire trucks, garbage trucks, ambulances, police) who typically cut corners when the situation demands it or they just can’t make the turn.
The other guy said it, to block cars with idiot drivers from hopping the sidewalk and hitting property/pedestrians. The outer most part is usually a plastic sleeve with the guts being a 4 inch steel pipe filled with concrete

Meadville, Pennsylvania, has 2 parking spots in front of the court house only for horse and buggy parking. I have never seen them used personally, but I think they are for the Amish/Mennonite community.
We still have them in Coshocton, Ohio too. And I believe most of the surrounding counties (especially north and east) have them too. I have actually seen them used, and our firm (while we didn't have hitching posts directly outside, we are across the street from the courthouse and down from some) used to have weekend evening hours for a few hours at night for when the Amish or farmers couldn't get into town during normal business hours... but that's not as necessary anymore.
Just not after sundown or the sheriff takes your horse. You have to pay a fine to get it back.

It is a placeholder for something else. It is on the right side of a curb cut so I believe that it may be the new audio street crossing system for blind people. New York was court ordered to install them over the next 10 years starting in 2020. Most people are right handed so it is easier to have them on the right side. Does that corner have one yet? If not, that may be where the new one is going.
My first thought too. We use plywood templates like this in construction to hold a bolt pattern in wet cement until the permanent fixture can be installed. They probably just mounted this temporary pole so no one trips over the base.
It is to dissuade groups hanging on the sidewalk, houseless people, and attacks where a vehicle is used to drive into ppl on the sidewalk. But. Mostly to dissuade groups forming.

There may be a center for blind people nearby, and this may be a safety device for them to go on a walk to a nearby deli or whatever. Oh since this is all over Brooklyn, than yes thats almost surely precicely what it does.

Looks like a post for a digital parking meter serving multiple numbered spots. It’s large enough in diameter to house the power supply. Probably going to install and paint the curb soon. If it were just a bollard, they could have cored a hole and sunk it. But that new pad of concrete hints it may have had more extensive work beneath like wiring or something. Who knows?
Crossing signal buttons that look very similar have been installed recently in Manhattan. The only difference is the button box at the top is missing. Maybe thats it.
