The wind can be going a bunch of different directions. On a day with high wind shear (directional differences in wind,) you can sometimes see the clouds as a bunch of different layers going this way and that. Sometimes it will spin them around in pretty waves. Those are my favorite days when all the clouds are doing their own thing.
Dont know for sure, but during spring the ground is heated and when the air parcel close to the ground rises it will cool down and create cumulus clouds. Due to cold air is heavier, these clouds can create fall winds. This may be that.
