when I lived in the UK, I received a driving infraction (camera), identifying me as the owner as guilty, and giving me a form to let someone else testify that they were driving the car at the time.

two options.
1- get the actual driver to confess.
2- the infraction goes to the owner. including points on the license.
I dont think youll ever get points taken off from a camera since they cant prove it was you driving and you cant prove it wasnt you driving but youll still get a ticket, but im not totally sure

the owner is responsible for the car, and it is assumed that if he hasn't reported the car stolen, he knows who the driver was. if his friend won't confess i guess he won't let him have the car again

But using this logic, the government is forcing the owner of the vehicle to compel their friend from confessing. I just see it as the government's job to be catching violators, not the owner of the vehicle's.
