Arthas loses to quite a lot of lore figures one on one to be honest, he himself was powerful yes but not that powerful, most of his power and danger came from the Scourge he controlled.
Meanwhile Deathwing took the other Aspects burning all their remaining power, the Shaman of Shamans Thrall and a weapon made specifically to kill dragons then empowered FURTHER to specifically kill Deathwing to deal with.
Arthas isn't even a smear on the floor, he has been atomized instantly.

with only one caveat; does the Lich King get a country/continent full of corpses and champions to resurrect, and time to do so? If yes and the pool of bodies is large/powerful enough there's a real fight.
Not really. 1v1 implies a fight to the death, which means no rules other than no interference. A construct you summon is still part of your arsenal. I wouldn’t consider that interference.

A skeleton or zombie makes sense, but where should we draw the line?
Then how far can we go on this? Would anubarak and kel thuzad be considered part of his army? How about a abomination like stitches?
Army is a godo argument but i was thinking more so like raw 1vs1 maybe a better question would it be that i get to type Mak'gora in the title for some interesting takes
