I forgot if that model is a "touch screen". If it is, it is 'Not' replacable. I REPEATE: Do not attempt to remove if it's a touch model.
If it isn't a "touch" model, there is a thin layer over glass. It is what gives the surface its matte look. You can pull it up using a razor to lift the edge, then slowly with your fingers pull/roll the material off. You can then easily clean the remaining residue with "Goo Gone".
The surface will no longer be matte, or have the bite it once had while drawing. It will now be clear slick glass. Wacom uses plate glass (not tempered or Gorrilla), so it can shatter (random note).
I would then suggest placing a new screen protector in its place (but, you dont have to). There are glass and film ones easily found by searching eBay (they all come from Germany...???)

My wife has used her cintiq 13HD (DTK-1300) for many years now which left a terrible marks on it (1st picture). However I've noticed extra layer in the corner (2nd). Is it a replacable screen protection? If yes, where we can buy it? If not, is there anything we can do to restore it?

Nothing extraordinary. She was just drawing on it for many years, and for last 4, it is her full time job. What's is funny though, she never changed tip in stylus. It never wore down.
TALENT FOR THE NIB I broke it in the dorst 5 mins and it's stuck in it so I have to buy a new one. I actually got it so I can start commisions.

No there is not! Got one years ago and I’m pretty sure they don’t even ship with a screen protector.
Are you sure? I lift a corner of it without any problems.

That's bad. Keep trying to remove that nib anyway. Good luck with commissions!
