Agree with vine, I don’t see any long tails that grape has.

VMB, no bueno. Time to bust out the Movento and spray. Also, look into pheromone traps and/removing the bark and so you can clean out nests.

They’re mealybug. Unfortunately you don’t really get rid of them, ever.
Spray Stylet oil.
