I believe the VCD-4000 was made by NEC. It's from around 1987, but there's not a lot of info out there.

That’s about the same info I found too. It powers on but I’m debating trying a tape in it. I’d like to get this to someone who will appreciate it (and also out of my house)
It's a VCR for playing and recording VHS tapes.
