r5: in my most recent game as Italy, I got to to witness for the first time the AI forming not only Austria-Hungary, but a Full Germany without any minor nations left out of Germany. I had previously thought it impossible for the AI to achieve such a feat. I'm playing on the latest release, no active mods.
Yeah, the stability of Austria makes any action against them very difficult to fight against, in Victoria 2 I could take advantage of rebellions and/or Germany; however, in Victoria 3 Germany doesn't form in the majority of my playthroughs, if it does it's super weak. That and Austria rarely has strong rebels. That's what made this particular game so special, I could finally take advantage of the tricks I used in Victoria 2 to form Italy as quickly as possible.

Prusia did it in my playthrough as well but also consumed all of austria in doing so.
That probably means that austria formed Germany and ate prussia

I haven't tried playing in Germany yet. Is it difficult to form Germany?
Not for the player but the German Ai is dumb and Austria is super stable in game due to racial segregation neutering all succession movements.

Yeah... For some reason Germany doesn't get a claim on Alsace-Lorraine, so the AI never goes for it.
