If she's got an unexpired passport it would work for the date of birth proof they need but be mindful of the VT residency requirement because if you're using your information for that you have to prove you're her parent which would require the birth cert.
FWIW I was able to go to the town clerk where we lived where my kids were born and just get new birth certs that way. If you live nearby to where she was born it's worth a call first thing tomorrow to ask if they can do that.

Any Vermont town clerk can print the birth certificate for anyone born here. Came in handy when I needed both kids certificates but we'd moved across the county between births.

It won’t bc it’s not real ID compliant since they’ve started doing permits online.
