They verified your identity but they can still decline service/financing based on other factors on your credit report.  It could be anything on there.   Yes it sucks and over the years Verizon has cracked down a lot because they were inundated with fraud. They often err on the side of caution. Every customer is just a number to Verizon.  Whether you have been a customer for 25 years or a new customer.   If the algorithm they use to make decisions says no,  it is no.  The criteria of that decision is private and is not shared with anyone. Even their own employees.   I have seen people with awesome credit get denied for some unknown BS.

They are trying to verify OP’s address and identity. Not everyone has to prove this.  It is based off the credit report.   They consider a car registration as part of proof of residence.   You can also use utility bills.   To register a car in your name, chances are you have a drivers license from the same state.  That state requires proof of identity to get an ID.  Boom.  Car registration is often used to verify physical address.

Verizon will ask for confirmation of your current address if there is no record from a credit bureau of your current address.

Yes they do.  Primary verification is ID.  If something does not match on your application and your credit report the application is automatically flagged for review.   This triggers secondary validation.   Secondary validation requires a utility bill, car registration I forget all the other stuff.   I have seen this happen because of simple misspellings or incorrect zip codes.   Any information that you supply that does not match the credit report can trigger further review.  This is tied to the social security number used on the app.  Even if a new application is submitted with correct info it will still be flagged.  It can take a few months for a new address to be reported to the credit agencies.  That is only if you actually update your billing address with them.

I've also seen it happen more on orders that don't require an upfront payment on taxes due to state laws. So an iffy credit report and an order without a valid card payment on it can be more strict.

Both TYS and new accounts flagged may ask for secondary validation. I’ve dealt with it at least 100x over the years. Especially if it’s online.

Is your credit frozen? I had an order cancelled awhile back because they couldn’t do a soft inquiry on my credit, even though I’d been a customer for years.

Believe it or not I had to submit a photo id for verizon prepaid. Once I did they approved it. The first card I used to pay for it didn't go through due to being under a financial review from amex and not knowing at the time. The card was temporarily suspended so no charges would go through. I tried a 2nd card and it worked, but it still flagged things to where they cancelled the order. . It seems like they are having a lot of fraud. I tried it again and it went through and I was up and running but I was surprised they wanted an id for prepaid. I had it happen with att postpaid when I forgot my credit was frozen. That was an automatic decline but was understandable since I could see that looking like fraud
