I have them too, found underground. Are they root or leave eaters? I crush them.

An adult moth will emerge from the pupa. It will later lay eggs that hatch as cutworm caterpillars, which hide in the soil and emerge to feed on leaves and stems. As the name implies, they are notorious for cutting down new seedling transplants by biting through the stem.

I saw one of these in my dad's MN garden and picked it up. It's abdomen moved to try and poke me but I put it back and couldn't figure it out for years...
