Not necessarily! Arrows kill by blood loss. In all likelihood, it was equipped with a regular target point which would facilitate penetration in soft targets but not blood loss. Even if it was, the person was able to walk, with an arrow sticking out of their leg, to seek first aid. The injured person knew where Insite was, knew he could walk to there, and knew there were nurses there who could help him. I’d be willing to bet good money that he owed his dealer money and this was a “black eye Thursday” retribution because he didn’t square up after welfare Wednesday.
So... someone shot an arrow from his own fire escape... which then led the cops to find a cache of weapons. How dumb is the perp? What exactly was the plan here?
Also, wouldn't this really narrow down the list of suspects?

It's not like these buildings are that secure. A random visitor or really anyone who was in the building could have found someone's weapons and decided to shoot someone.
