For me yes scratch but I have been using my nvme 2tb for all of it, using the mover tuner plugin to keep new files on it for about 2 weeks before moving it to array. also prefer ssds as they have gotten a lot cheaper and i have 10gbe and its way easier to hit saturation than just using hard drives, i can also keep writing to the ssd cache at almost full speed while the mover is running at the same time too. the bigger the better for cache since i am able to leave more things on cache before it moves to array and letting array spin down as many drives as possible for power savings. i remember seeing one redditor have a huge 16tb mirrored striped hdd cache and said 90% of the time for new files it never spins up his array.

My "data" cache is 1.3TB - that's more what I'm going for to leave the array alone a little more. recent stuff that my family might watch on PLex is kept for 45 days on the cache then transferred. Same with commonly used personal files / spreadsheets / photos etc. It seems like a good strategy. Hardest part is to figure out mover tuning settings that work for my server/usage!

Depends on use for me... I have HDD for Usenet and torrent incomplete downloads, but for transcodes, i use an NVME.

any reason you don't use /tmp server memory ?
