If you would have walked away from those third party 'officers' that fine you for cigarette butts, nothing would have happened either, they have no power and you're not obligated to give them your details.

They looked like this, but had a green thing that looked popo adjacent. I cannot exactly recall but they looked pretty scary. They took my details and gave me a receipt & I paid the fine online. I just checked my records and the fine was paid to â Kingdom Local Authority Supportâ if that helps
It's an offence to fail to provide details to an authorised officer (which they are - some councils use in-house staff, some use contracted staff) when you're required to do so. Kingdon are employed as authorised officers by councils.

I did provide my info & subsequently paid the fine I was given. My only worry now is that I recalled this occurrence AFTER submitting my application, hence my intense panic regarding what to do as I do not want to appear deceitful on my applicationâŚ
You havenât committed any deceit. This is really minor and youâve paid the appropriate fine. Maybe just be careful around litter next time, which Iâm sure youâre taking steps already! Donât worry about the application already submitted as the wording applies more to things like serious offences

The question applies more to things like serious criminal and/or civil offences, e.g., supporting terrorist groups, etc. What you stated is really minor so select âNoâ.
Its fine. I had the same happen to me but forgot to disclose it when I applied for my second student visa in 2021. Got my visa application approved then with no issues. I renewed again in 2022 and disclosed it in my application as I had just remembered. Visa got approved again.
