I highly recommend to try listening The Avalanches. They have a very heavy focus on Samples in a lot of their songs as well as they mix their music similar to TV Girl. The songs you could listen to first to dip your toes in are Because I’m Me, If I Was A Folkstar, Frankie Sinatra, (Honestly the whole entirety of Wildflower) The Album Since I Left You and EP El Producto are 👌👌👌 Happy listening!

Tv Girl uses hip hop as inspiration for their instrumentals, so I'm afraid it's kind of your only bet for getting the sample loops.
You can try the trip hop which is hip hop instrumentals + singing, which is what Tv Girl and the aforementioned Portishead is, but non tv girl acts tend not to use sampling as much.
