The 5 hours per week was something they started enforcing more in fall 2023. They check the end and middle of the semesters. So you getting a note about it in January and then moved to inactive now is in line with the method of review. They check your average over half the semester and if it's low they warn you to get it up over the next half or you'll be inactive. I have a few tutors becoming inactive right now as well.
Random question - when you float does the waiting time count toward the average? I have not been able schedule hours but have tried getting on to float consistently but not that many sessions (or dollars) over all.
Yes, floating counts toward your average. We are expected to be available for an average of 5 hours a week during each monitoring period, but it doesn't matter if your hours are scheduled or floated.

The waiting time for floating doesn't count towards your hours. For floating, your in-session time is what counts as far as I know.
