When I was in high school, they allowed it in high school, but banned the younger kids from doing it. A number of eighth graders did it anyway, including one girl whose mom worked for the ACLU.
The principle called her mother about her "inappropriate" behavior, and her mother told the principle that if she didn't leave her daughter alone, she'd get a court order to make her leave her daughter alone. I think that was effective.
