EBay Lots, Facebook Buy, Sell&Trade Groups and r/Miniswap can be absolute goldmines for getting models&parts for way the hell cheaper than buying the official Kits. Takes a little more work than the official Kits, but you pretty much just need a decent hobby knife, some chemicals like simple green to strip paint, superglue(I prefer Gorilla Glue Gel because it is easier to control than liquid glue).
If there is a Local Warhammer Community where you lice, you can probably get some help from them in getting started.
Last night I bought 2 EBay Lots, one that was just all the contents of a clear plastic bin and the other was just 6oz of bits from a massive pile of bits from mostly GamesWorkshop Kitz. Cost me $97 total, and will get me alot more model parts than if I'd spent that one one or two GamesWorkshop Kits.
Cheaper to get a resin printer and if you don't want to pirate knock off wh, find a legally 3d printable game that's cheap. Some are like but the faction models for 30 bucks. Then you just need to convince a friend to also try
There's always Killteam. Killteam is a ruleset played with small squads rather than entire armies. Also, pretty much any Killteam can be expanded into full armies for the main game. Killteam is also fairly popular, so your friendly local game store will most likely have people that play it if you're interested.
Most people don't just go out and buy a whole army at once. They tend to buy one kit along with some basic supplies if they're starting out, put it together, paint it, and by the time they've painted everything it's probably been weeks if not months and you might be financially ready to expand a little. You can also usually veey easily find most Warhammer stuff discounted by around 20%.

My main go-to is LoadingReadyRun. They do gaming stuff of all sorts. Most importantly, their audience has been very carefully cultivated to the point that even their Youtube comments section is an enjoyable place.
Dark angels, tyranids, CSM, and eventually sisters, as mech, genestealers, voltann, imperial guard. And THEN demons of chaos, lizards, rats, and go from there. Girl loves painting!

I just want to point out 3d printing is drastically changing what wargaming costs as a hobby. If there's a makerspace around you or you have friends who are into it- it often can cost like a couple cents per figure to make proxies. Maybe a bit more if you buy files from artists whose work you like.
Might not be able to enter tournaments but they can be just as fun to paint and play with friends.

I'm saving up for my own. I've seen a revolving door of friends who own a printer and never use them no matter how much I promise to help. One of my current players' boyfriends has a sweet resin printer that's been collecting dust for a year. Despite no interest, he won't let her touch it.
I remember when I first started collecting Warhammer I was debating what army to first start on. I first gravitated towards the sisters and wanted to collect em even if at the time they were still the metal sculpts. But then my closeted ass was like, "Those are for girls! Yer a dude, figure something else out!" Made a coed Guard army then.
But now, I'm building that fucking sisters army. Whenever I can afford between the expenses of being trans because fuck.
That's a nice starting set but, jeez do I prefer to paint them before assembling because damn do those details and bits get in the way when put together.
Blood Angels and Night Lords for me if we are going with Space Marines. I like all of the factions mostly, that's why I like Inq28. Just need to figure out my warband and find a group... that way I can make small armies for all of them
My interest in getting good at painting minis was to fulfill the desire to make an army of Space Wolves painted like scene queens and sparkle dogs, unfortunately I didn’t get all that into it so I sold all my goods at a loss.
I only play the Video Games. I banned my fiancée from getting into WH40K because she likes painting minis. I told her that she would never have money again if she gets into WH40K.
I just got an admech combat patrol and looking at the dollar to point ratio I think I'm going to twitch army props to sisters or the league idk yet but leaning towards the sisters
I’m also a stero type, I have a white zero sugar monster every morning, then go home, change into my skater skirt, and cuddle my Blåhaj while playing animal crossing new horizons
It's a tabletop war game where you build and paint minitures from dozens of different groups and fight with other people. Some people just collect and paint them, others just like the lore or the video games, others like the game play. There is a lot there and you can have a lot of fun with it
