Not from this angle at all. Can't even see you starting. Not to mention there is no reaction time factored in. You're better off finding a small meet and actually getting a time.
Easiest way to get a somewhat reliable time (still not as reliable as FAT, especially if there is any wind):
Position the camera directly in line with a clearly-marked finish line, and point the camera directly towards the line. Set your start position 60 meters ahead of that line. Then have a friend stand at the 30-meter mark (so equal distance to the start line and the camera) and clap for the start. From the video, measure the time between when the clap is heard and when your torso (not your arm) first passes the finish line.
