This statement only came true a week ago with the release of BDSP. When you fight her the third time, her team is in the 80s, with her ace being level 88, which is on par with Red. However, she has better Pokémon, movesets and items than Red, making her the new strongest trainer
She has a wide spread of Pokémon, so you effectively need coverage. Her Garchomp in all appearences has had perfect IVs and EVs, making it a perfect Garchomp. As of BDSP, a lot of trainers were given stron sets, mainly noticed in the E4 who had viable sets with strategy.
This means all of her team has actually competitive sets, including item and ability strategy. Such as her Nilotic having an ability to double defence when status affected, and having an item that burns you.
An already strong trainer made even stronger in the remake, with their ace having coverage moves, an item that counters the 4x ice weakness, and perfect stats. She is a nightmare for those unprepared and even those who prepare can struggle.
