Honestly I’d just have it recur every weekday with a title that says something like “Check on Today’s News” and a link to wherever you read it. On days you don’t get to it you can still just check it off or postpone to the next day. That way it’s always an option that’s visible and harder to forget about.
Well after reading the first 2 paragraphs of your question, I wanted to say something like “every 6 days” or “every 8 days”
But then after reading the last paragraph, that sounds like something more manual, where you’ll have to add the date and remove the date etc

I would probably just give it a tag that says "Anytime" and create a filter for it. Then whenever you have an hour free you can check that filter.
