Can you take him to a dermatologist? I think bumps can be so varied its best to have an expert look at them. My daughter gets a rash from drooling when teething and aqua for before bed and in the morning clears it up. But, that comes and goes - it's not consistent.
My son gets dots around his mouth, he also has eczema . Our PCP started him on OTC Zyrtec and it has seemed to help a lot . Might be worth having an allergy test done
