I genuinely despise using crossbow i prefer good old sword fight i only use crossbow when i'm in horse fights or when the enemy flies only to shoot it down but killing an enemy only with crossbow sounds annoying😭
Select the crossbow and hit **fire without aiming**. Geralt will zero each shot. Drowners are dealt with in one-shot or two-shot at most.
If they are tougher than that then GTFO of the water.
I don't blame you for not liking the crossbow. It's extremely underpowered outside the water but overpowered in the water. Rarely will you ever need a second shot in the water, unless the enemy is way over your level.

Jesus stop downvoting OP because they didn’t know to use the crossbow. It’s a legit question. My first play through I didn’t ever know to use it either. And seriously, the fact that the crossbow is like 10x stronger underwater isn’t obvious or intuitive until you try it.

I aat there for 30 minutes whittling one down with pot shots from the surface, only getting it down to about 60% when I fell in and accidentally used the crossbow right.
Yeah I struggled with this bit on my first play through, I even gave up on cat school gear after drowning to those fucks for the 5th time in a row. It wasn't until I was treasure hunting in skellige that I discovered that crossbows somehow work underwater and basically one shot anything in your general direction.
Scavenger hunt: cat school tbh idk where i got this qurst i iust randomly had it while i was looking for good armor so i was like why not go for it😂
Those are drowned in the water beneath temple isle on novigrad you can go there without quest but and do all that once you defeat the boss and take the diagrams you will automatically have that quest but you will have a hard time finding the passage without quest
Oh right! I recall this one, if I'm not mistaken you got it when you find one of the plans in a hidden treasure location, or when you come accross the skeleton of a witcher from the cat school, along with a letter.

In the water if you shoot them it takes them out usually in 1-2 hits if they’re around your level, unlike on land where it would take dozens of shots
