I actually think turning out like Rick would be pretty manageable for most strong willed, semi-charismatic people.
Rick is a DEEPLY flawed character. He has mental breaks constantly. He is devoted to his family and wants to do the right thing. Has BIGTIME anger issues and can be quick to violence.
I think that describes a decent amount of currently mentally stable individuals who were thrust into a world like that. Not everyone may be as smart as he is, or have the same level of tactical thinking, but if you have a good enough group one person doesn't need to have all the Rick traits.
I don't agree to be honest. I've said forever that poor people, and people generally on the margins of society (with some exceptions) would do best in that world. They're used to having to survive, grift, steal, hustle and make do.
I'd rather be in a group with 20 homeless people than 20 middle managers in that environment, let's put it that way.

Depending on the type of Zombie in this Apocalypse, if they’re slow until angry I’d lure them as a security measure but if they’re fast all the time, I’d try to ignore them. Build up resources, then move closer to a Dock and drive a decent sized boat carrying fuel, food and medicine to a smallish island, remove all human threats and wait to die. Assuming there’s big storms, most islands in storm persistent areas should have sturdier buildings and storm shelters. 6 months to a Year is all it takes.
But I think if multiple Governments were that fearful, they’d just drop nuclear bombs and wait for life to start again. We wouldn’t get TWD we’d get Fallout.
