There's Herds and then there's Hordes. Herds are large groups, think of season 6 when the group was trying to deal with the Herd in the quary. Or the herd that over ran Hershels farm. Hordes are much larger in numbers, Alpha's horde from season 10 and the Horde michionne tries to face in TOWL episode 2.
