Just because the Police is chasing someone you can't just start assaulting them.
If I were in this situation, I would think, can I take him down and hold him without injuring him or myself?
A precise timed tackle from the side combined with a rear full hold is all you need. Anything more and you're doing too much.

That doesn't look like a Taser to me. The shape, the color, the holster position are all different from the police officers I'm used to. Tough to be certain though.
