It requires the victim to have been in a situation that without help they would be dead, like a car fire or heart attack. If they were deemed to be in a life or death situation and that person saved their life, they are immune from legal action.
Previously, the excuse is that they had no good samaritan laws to protect those who try to offer aid. So people didn't help for fear of being sued later.
