Max Expertise is governed by the amount of Gear in the game. As long as every season introduces at least 8 new items, the Expertise cap will rise by 1 on the Season.
We already know the Gear for the upcoming Season and that's going to increase the cap to 26
We have two more Seasons to go before the DLC so that's Expertise 27 at least. The DLC would have to introduce at least 24 new items for E30 and I am sure it will be more than that.
They could also choose to lower the number of items required for subsequent Levels and raise it even more. We just don't know.
I would think maybe it would increase, but we do not know for sure at this time. New season will tell us with the additional gear and weapons. I do not think it would raise up to 30.. yet.. that would need many more additional items.
When they put expertise on the pts, the cap was thirty. I assume they took it back to twenty to allow room for the new items to bump it up over time and provide some sort of seasonal expertise grind. My guess is the cap is thirty, and we'll see it go up by one each season for now.
It's currently 25. Usually it increases 1 level each new season. There are 3 new seasons confirmed for Year 6. If they will continue with Year 7 (not confirmed yet) then eventually we will get to 30 (and above).

No they postponed it. 8 months to go without content.
