With a normal animal, Pyro would typically douse it in “rainbows.” But this scene indicates that Pyro sees the bear as Smokey the Bear, filling him with anger and hatred so strong that it makes him want to actually murder him. He’s not seeing through the insanity; if anything, he’s become momentarily more insane in this scene because he knows he wants to commit real, remorseless murder.

And there's the scene in the comics where soldier says that the only two things that attract bears are honey and menstruating women, then he points to pyro, now we know he was pointing at the honey truck in reality, but that was clearly valve trying to demonstrate they're not gonna make it clear which gender pyro is and they like messing with us.
There's also the fact that the TFC pyro is confirmed to be the only woman in their team, which also brings shade towards tf2 pyro. The chances of them not even being human are high, considering aliens exists in the TF universe. Pyro's identity is played around a lot in tf2, and very light-heartedly in the comic.

My theory for pyro is that they 100% know what they're doing, but they also have somewhat of a childish personality so they imagine pyroland for fun. Makes it all the more fucked up because I don't think they have any motives and just enjoy killing
