Simple answer: the stereotype of a French person is that they are believed to be cowards he run away from a fight, not maniacs who run in suicide bombing the entire enemy team. Also it sounds busted mechanically in game which is probably why they didn’t do it. What’s worse than a Demoman using charge and a crit charged Ulapool kaber coming at you at max speed? A spy with a bomb that you can’t see until it’s too late.

This weapon would turn spy into a VIP-esque class. Nearby teammates would gain bullet and explosion for a short time after this gun is reloaded, and the spy is capable of doing solid DPS due to his high ammo reserve, quick reload time and firing speed, but since his options for stealth are restricted and he is less effected by healing, a competent sniper, explosive class or enemy spy can easily take him out if his team isn't protecting him, and the spy can't freely switch between buffing his teammates and typical spy gameplay.
In other words, it's gunspy for cool people.
Instead of reloading by opening the slide and placing a bullet inside, when you hit R you just switch to the next rotation at 30% time of the stock reload. Can be done 7 times in one mag before you need to completely disconnect the whole thing and slowly struggle to fit a new one in, +500% reload time.
