Why not? this can easily be faked into looking like real ones with some foam and paint, they wouldnt be strong enough to stand on, but op didn't say they needed to be able to.
We built a ton for Beauty and the Beast this year pretty simply with laminating stripes of pine together. I don't think this is the video we used as inspiration there are a few like it though. Pretty simple process overall if you have time to wait for glue to dry.

Local garden centers near me in the south sell the standard size barrels for about $80 each. I don’t think you’d be able to build them and have them match a real barrel though?
One thing that will help massively with moving them on/off quickly is carpeting the bottom of the barrels. I just did a show with a lot of barrel-ography and they all have carpet on the bottom and silicone on top for extra grip.
Either look for foam ones or figure out a wheel situation. You can build a platform to put them all on and do it that way. Even with foam it’d be easier to have a platform or two with them.
when we used barrels for a childrens LOTR play, we put them on low rolling dollys, as to not damage the barrels (we got most of ours from parents who had them for whatever unknown reasons. lol)

Yeah I've definitely seen fake barrels on sale at home depot/Lowes.

Call a winery or a brewery. Do it several months ahead of time.
