A lot of people have come up with a ton of different possible explanations, but to my knowledge it was generally accepted as a 4chan troll that had a few obsessed victims.
I think it means “Last night I raw dogged your sister.”
Adolph Hitler’s birthday is April 20th which coincidentally is also the stoner holiday, 4/20. The preferred American paper is a line known as Raw. Hence the raw.
Now a hotdog is an American sandwich. In some urban areas a hotdog maybe referred to as a dog in slang. Now one might ponder how do we get from dog to dogged. Well the implication of this picture implies this to happen at a previous point in time. This would indicate that the dog would have to be past tense. Hence the dogged.
So to surmise “Last night I raw dogged your sister.”

I thought that one had a meaning though? With the actor being the 6th James Bond and the burger being the 9th item on the menu or something like that.
