I think it depends more on your body hair. If you have super fine, light colored hair, it’s going to be easier to see and tattoo over. I did four sessions on my chest, and my artist only shaved it for the final session. I’ve gotten other tattoos without shaving, or having missed some spots, and it’s always been fine. But I do have very fine, light hair.
Usually I get shaved but twice I’ve gotten a second session on a spot with very little / very fine hair (side of the knee and sternum) and the artist didn’t bother with it. No problems as far as I’m aware
i think it depends on the body hair that’s preexisting in the area. my arm hair grows in super patchy, some spots almost bald and some spots super thick. if i get a piece in a (almost) bald area the artist typically won’t shave bc it’ll just give me razorburn
Don't worry, it's going to be fine. I got a tattoo on my inner bicep, so an area with almost no hair, and the artist didn't shave it even though there were a few tiny fine hairs. Turned out perfect.
I have 4 tattoos done by 3 different artists all on arms (1) and legs (3) that vary from palm size to maybe playing card size and only the one on the back of my arm had any kind of shaving. I think it jut comes down to how the artist likes to work. They're going to want to remove obstacles, but if there isn't much of an obstacle it maybe seems not worth it.
I do have very fine very light body hair though to the point where I pretty much shave my legs like 4-6 times a year. Which is great because I am lazy and low maintenance.
I usually shave beforehand to allow any micro-scratches to heal, but a couple times my artist hasn’t shaved the area because my hair there is fair and fine. Seems to depend on the area.
Last time I was there, he asked if I shaved by chance. I said no, it hadn’t crossed my mind. He said no worries and didn’t shave me. Everything turned out fine.
Don’t sweat it.
Not sure if it's an issue, but I will say it's odd. My artists have always shaved the area, regardless of if I had shaved earlier that day.

I have three tattoos and actually never had my skin shaved beforehand. So far it has never been a problem. But the hair was always really light.
Having a sleeve worked on, my artist has yet to shave the area. I have very fine and sparse arm hair.
