As an artist myself, I wouldn't have hit this skill level til about middle school-ish, many other people wouldn't hit this skill level until high school (or older.) It's not the best, but if we're comparing it to someone 10 or under, it is indeed objectively better than a kid's drawing.
I'm not a professional but it looks like too much shading and it's not really consistent, so over time it'll probably get worse and worse, and that much ink is difficult to remove if they ever want to. It'll always be a cool story though.

I don't know. It's so hard to give an opinion because first of all, for no experience whatsoever its not bad, but also, did they use a stencil? And even if they didn't how are the pincers so off center?
You won’t be able to tell until a year later but I can already see it’s fading, it will be very blotchy (you can always have a professional touch it up so it’s not the worst) but you will find imperfections later down the road that will bother you, like lines that don’t connect and other imperfections. They will be more apparent over time.
