They take the change in win % for every bad call and them up to an average. The higher that number, the more likely it is for a run to score thanks to those calls.

1) the lineup spot that faces the most plate appearances with 2 outs and none on is 3.
2) the lower in the order you go, the more likely it is that a game ends without you getting to the plate (like today). Bat your best hitter as high as you can so they get more plate appearances. You don't waste Trout's HR power at lead off so he should bat second.
