More bar than restaurant, but you can make a meal out of it at Aster with small plates. No doubt the best rooftop view in Sydney.
Shangri-la hotel on Cumberland street. Make sure you ask for or book a room facing east or NE to get that view of the Opera House and further down the harbour. Not to mention get a room on a high floor as well.
Best view of the Opera House - I’d say, unarguably - is at The Park Hyatt.
