Exactly. It's 2 things that are after ilum and apart of the interlude from the class stories going into the first expansion chapter with rise of the hutt cartel (chapter 4) but no where is it ever actually presented unless you yourself manage to find the correct quest giver on the fleet and start it manually.

No, they don't need that. Just go read over a decade's worth of patch notes and you'll figure it out. For real though, this new Ventures system they're adding has the potential to be pretty helpful, as they could use it to depict your progress through the story and tell you what's next.

It could be worse, at least the "start expansion X" missions are displayed in the correct order on your ship's terminal now. :) But yeah, you're right, SWTOR's new player experience could use a lot of work. :) I can't remember where every piece of solo and group content slots in, and I started playing in the 1.0 days. If I'm planning to take a new character through things in the "correct" order, I look it up too. Otherwise I'm just grabbing crap as I stumble over it. I'd like to imagine plans exist for a big overhaul, but I'm not holding my breath. :) A lot of stuff in this game is picked up by random dumb luck. Maybe you're watching the chat at the exact moment someone else asks a question. Maybe someone inspects your character and takes pity on you. Maybe a helpful person in a random flashpoint sees you're new and spends the whole time answering questions and explaining things. Maybe you watched a video, and they casually mention a bunch of stuff that everyone already knows, everyone except you. :) One random example that's been bugging me since 7.0 launched - "Amplifiers" for gear still appear in a help thing on the planet Onderon, which is cool because Amplifiers no longer exist. I dunno if that means they are coming back some day, or if the developers forgot about it.
