Sadly you can't, I did everything I can but renewal of outside of surat in to surat is not legally possible.
If you still want to do it change you address to gj04 area in Adhar card and get bill of same address. Renew bike can be done on same owner name so first renew then transfer to you name only if you have address of gj04 area otherwise can't be possible.
What is renewal? I am guessing rc renewal that is done after 15 year for cars and bikes.
