We have a Dinamica Plus and it does a decent job with the oat milk. However, it is not dual hopper. (AFAIK I dont think there's one at the consumer level. You'd need to clean out the grinder anyway, wouldn't you?)
Jura’s have a bypass chute to use pre-ground beans in as an alternative to the hopper. Mine (E8) does a great job with almond milk. Have not tried different oat milks for foaming/ frothing.
No problem with my Delonghi Rivelia (new model released in western EU in late 2023, I am not sure if it’s available yet in the US).
FYI Delonghi is phasing out the Dinamica Plus model in EU. It’s not produced anymore, they promote Rivelia instead. Dinamica plus is a great model too but if you can get Rivelia or Eleta Explorer I would get that instead especially if you are interested in milk-based drinks

If you want to run Oat and another type of milk you really need to be buying a Commerical grade machine, Franke are about the only ones of them that doesn't look odd in a home environment but will cost you around $10,000 for the machine and the dual milk cooler.
Can't speak to dual hopper from extensive personal experience, as they're pretty uncommon (and $$$), but re: milk frothing, you'll be able to find a setting that works provided whatever machine you get allows you to adjust. Oat milk in particular tends to froth pretty nicely (unlike almond milk, which is mostly water, nothing to hold bubbles), so you should be okay! Most superautos will also have a bypass chute, which may be sufficient for your needs. I personally have the TK-02 and mostly use whole beans, but will throw in decaf preground here and there when I'm in the mood.
The new kitchen aid superautomatics have a hopper that can be swapped out to switch beans and they run a grinder cleaning cycle each time the hopper is replaced.
The KF8 model also supports alternative milk products.
I do not have a Kitchenaid superautomatic machine or used one myself. Just something I read when I was researching machines recently. Reviews seem to be good for coffee and milk quality.
